Is library storytime free?

Yes. Public library storytimes in NWA are free and most don't need registration; a few special programs ask you to sign up, and the event page says so.

Do I need a library card for storytime?

No card is needed to attend. Each library's page on NWA Today lists who gets a free card if you want to check out books afterward.
